AS/NZS 3000 Wiring Rules for Buyers: Why Used Electrical Gear Must Be Tested

If you buy and sell electrical equipment, AS/NZS 3000 is the document standing behind every safe installation in the country, even though most people never read a line of it. Known as the Wiring Rules, it is the joint Australian and New Zealand standard that defines how electrical installations must be designed, built and verified. You do not need to memorise it, but understanding what it requires changes how you buy used gear and who you let install it.

What AS/NZS 3000 actually is

AS/NZS 3000, currently the 2018 edition with its amendments, is the electrical installation standard referenced by law in every Australian state and territory. When an electrician issues a certificate of compliance, they are certifying the work meets this standard. It covers the fundamentals of a safe installation: protection against electric shock, protection against overcurrent and fire, correct earthing, isolation and switching, and the testing and verification an installation must pass before it is put into service.

That last part, verification, is the piece that matters most to a buyer of second-hand equipment.

Why used gear must be tested before energising

The Wiring Rules require that an installation is tested and verified before it is energised. This is not a formality. It is the step that catches the faults you cannot see. For anyone buying used, the logic is simple: a device that looks fine can be internally damaged, worn out or already failed, and the only way to know is to test it.

Consider what can be wrong with second-hand protective gear:

  • A used RCD or RCBO may no longer trip at the correct current or within the correct time, which means it is not protecting anyone even though it clicks on. The difference between a working and a dead safety switch is invisible from the outside, which is why RCD, RCBO and circuit breaker explained stresses testing every one.
  • A used cable or fitting may have degraded insulation, which an insulation resistance test will reveal and a visual check will not.
  • A used solar isolator or connector may be water-damaged or heat-stressed, a common failure point, as covered in the used solar and battery checklist.

The tests a licensed electrician performs before energising, continuity of earthing, insulation resistance, polarity, correct connections and RCD operation, are precisely what separate a bargain from a hazard.

Test and tag for portable equipment

Fixed wiring is verified under AS/NZS 3000, but portable appliances and leads have their own regime under AS/NZS 3760, the test and tag standard. If you are buying used power tools, extension leads, portable RCDs or appliances, a current test tag is reassuring but not a substitute for your own inspection, and a lead with a cut or a cracked plug should be repaired or replaced before use regardless of any tag.

Who can legally connect it

This is the hard rule that catches people out. Owning a compliant device does not entitle you to install it. Fixed electrical wiring work, connecting a switchboard component, wiring in a fitting, installing a circuit, is restricted to licensed electricians across Australia. DIY fixed wiring is illegal, it is uninsurable, and it is dangerous. You can buy the parts, but a licensed electrician must connect them, test them to AS/NZS 3000, and issue the certificate of compliance.

So the buyer's workflow is straightforward: source the gear, then have a licensed electrician verify and connect it. Superseded gear, and why the age of a device matters

The Wiring Rules are revised over time, and equipment standards move with them. A device manufactured to a withdrawn standard is not automatically unsafe, but it may no longer be permitted for new installations, and replacement parts for it may no longer exist. Old ceramic rewireable fuses and early plug-in breakers are the classic example: they still conduct, they still look serviceable, and they belong in a museum rather than a live board. Age also matters for anything with a mechanism or electronics inside. Contactors, RCDs and inverters all have a service life, and a device that spent fifteen years in a hot roof space has used most of it.

Ask the age before you ask the price. A model number and a date code let you check whether the part is current, superseded or obsolete, and whether the manufacturer still supports it.

Five questions worth asking any seller

  1. Why was it removed, and was it working when it came out?
  2. How old is it, and do you have the model and date code?
  3. Was it ever water-damaged, heat-stressed or involved in a fault?
  4. Do you have the original invoice, manual or compliance paperwork?
  5. Has it been tested since removal, and by whom?

Honest sellers answer these easily. A seller who cannot say why a part was pulled out is asking you to buy a mystery, and the discount is rarely worth it.

What this means when you buy

Buying second-hand electrical equipment is completely reasonable and can save real money, from a used inverter to a wallbox for an EV charger install to fittings for an LED downlight upgrade. The rule to carry with you is this: nothing goes live until a licensed electrician has tested it. Budget for that testing as part of the purchase, ask the seller for any original invoices and compliance certificates, and never let a "it was working when I pulled it out" convince you to skip verification.

Browse current listings with that mindset and you will buy well. And when you have surplus gear from a completed job, you can sell it on to a buyer who now understands exactly what testing it needs before it is energised. AS/NZS 3000 is not there to make life difficult. It is the reason a wire in the wall of an Australian home is something you can trust.
